Permanent Deputation

It is an organ of a special nature that is responsible for ensuring the powers of the Chamber when it is not in session. It fulfils a role of substitute of the Plenary of the Congress so that certain and special functions are not left unattended when the Congress has been dissolved or its mandate has expired. This is the case with the validation of the decree-laws issued by the Government, and with the information, authorization and declaration, as the case may be, of the states of alarm, exception and siege. It may also call for the holding of special sessions of the Conference when it is not in session. Its members are distributed proportionally among the various parliamentary groups to reflect the composition of the House. Its President is the President of Congress himself.
